Unless he hides in his basement, a black person cannot avoid police contact; it's that simple. If "no police contact" is a condition for bond, or probation, or parole, then we may as well send him to jail right off; it saves time. Which state will be the first to tell judges that they cannot insist on "no police contact" as part of a bond or probation.
